HOPE Scholarship Requirements: HOPE GPA, Rigor and Zell Miller (Georgia)
Georgia’s HOPE and Zell Miller scholarships help pay tuition at Georgia colleges, but eligibility depends on a special HOPE GPA that is not the same as your school GPA. Here is what you need, how the HOPE GPA is calculated, and how to keep the award in college.
To earn the HOPE Scholarship as a Georgia high school graduate, you need a 3.0 HOPE GPA — calculated by the Georgia Student Finance Commission from core courses only — and at least four full credits from the Academic Rigor Course List. The Zell Miller Scholarship requires a 3.7 HOPE GPA plus a 1200 SAT (math + reading) or a 26 ACT from a single test date, or graduating as valedictorian or salutatorian, plus the same rigor requirement. In college you keep HOPE with a 3.0 and Zell Miller with a 3.3.

HOPE vs Zell Miller requirements at a glance
| HOPE Scholarship | Zell Miller Scholarship | |
|---|---|---|
| HOPE GPA at graduation | 3.0 | 3.7 |
| Test score | Not required | 1200 SAT (math + reading) or 26 ACT, from one test date |
| Alternative route | — | Valedictorian or salutatorian (with rigor met) |
| Academic rigor | 4 full credits from the rigor list | 4 full credits from the rigor list |
| GPA to keep it in college | 3.0 | 3.3 |
| Lifetime limit | 127 attempted hours | 127 attempted hours |
The Georgia Student Finance Commission (GSFC) determines eligibility from transcript data your school sends — schools submit 9th–11th grade data by September 1 and final transcripts by June 30.
How the HOPE GPA is calculated
This is where most students get surprised. GSFC throws away your school’s GPA and weighting and recalculates:
- Only core courses count: English, math, science, social studies and foreign language (plus approved fourth-science courses, and from the class of 2027, approved Advanced Fine Arts courses). Electives and PE do not count.
- Every attempt counts, including repeated courses and failed grades, from 9th through 12th grade.
- Letter grades become points on a 4.0 scale: A = 4.0, B = 3.0, C = 2.0, D = 1.0, F = 0. Plus and minus don’t count — a B− is still 3.0.
- AP, IB and Dual Enrollment core courses get +0.5 — but only on B, C, D and F grades. An A stays at 4.0 because points are capped at 4.0. Honors courses get no extra weight.
- No rounding: a 2.99 HOPE GPA does not qualify.
Worked example
| Course | Type | Grade | HOPE points |
|---|---|---|---|
| AP English Language | AP | C | 2.0 + 0.5 = 2.5 |
| Algebra II | Regular | B | 3.0 |
| Dual Enrollment US History | Dual Enrollment | B | 3.0 + 0.5 = 3.5 |
| Honors Chemistry | Honors | A | 4.0 (no honors weight; capped) |
| Spanish II | Regular | A | 4.0 |
| Weightlifting | Elective | A | Not counted |
HOPE GPA = (2.5 + 3.0 + 3.5 + 4.0 + 4.0) ÷ 5 = 3.40. Notice that the A in weightlifting and the honors weighting make no difference.
Your school’s weighted GPA may be much higher than your HOPE GPA. To estimate yours, put only core classes into the high school GPA calculator with every class set to Regular, then add 0.5 yourself for AP, IB or Dual Enrollment grades below an A. You can see your official HOPE GPA in your GAfutures account from 10th grade onward.
Academic rigor requirement
Before graduating you must earn at least four full credits from the Academic Rigor Course List, which covers four categories:
- Advanced math — such as Advanced Algebra, Trigonometry or Math III and above
- Advanced science — such as Chemistry, Physics or Biology II
- Foreign language courses
- AP, IB or Dual Enrollment degree-level core courses
The list is updated regularly on GAfutures, so check that your planned courses are on the current version.
Zell Miller: test score rules
Zell Miller requires a 1200 combined SAT (math and reading) or a 26 ACT composite from a single national test date taken before you graduate — no superscoring across dates. GSFC must receive the official score report. Estimate where you stand with the SAT score calculator or the ACT score calculator.
What HOPE pays and how to keep it
- Award: Zell Miller pays full tuition at Georgia public colleges. HOPE pays a tuition rate set by the Georgia General Assembly each year, which has recently covered full public-college tuition. Private-college students receive a fixed amount per term. Current rates are listed on GAfutures.
- Renewal GPA: keep a 3.0 college HOPE GPA for HOPE and 3.3 for Zell Miller. Your college checks it at the end of each spring term and at attempted-hour checkpoints (generally 30, 60 and 90 hours). Withdrawals (W) don’t count in the GPA, but attempted hours include them.
- Limit: HOPE and Zell Miller are paid for up to 127 attempted hours (or until you earn a bachelor’s degree).
- Lost it? You can regain HOPE at a later checkpoint if your college HOPE GPA climbs back to 3.0. Model that with the GPA raise calculator, and track each term with the cumulative GPA calculator.
Quick checklist for seniors
- Log in to GAfutures and check your HOPE GPA and rigor credits.
- Count your rigor credits — you need four full credits before graduation.
- For Zell Miller, book an SAT or ACT early enough to retake; only a single sitting counts.
- Complete your college’s financial aid steps (GAfutures and the FAFSA or GSFAPP) before the deadlines.

A combined 1200 on SAT math and reading, or a 26 ACT composite, from a single test date. Superscores across different dates are not accepted.
How many rigor courses do you need for HOPE?
At least four full credits from the Academic Rigor Course List — advanced math, advanced science, foreign language, or AP, IB and Dual Enrollment core courses.
What GPA do you need to keep HOPE in college?
A 3.0 college HOPE GPA for HOPE and 3.3 for Zell Miller, checked at the end of each spring term and at attempted-hour checkpoints.
